In saucepan- combine water, vegetables, salt and pepper. Cover and simmer 10 minutes. Do not drain. In large saucepan melt margarine. Stir in flour, then milk, heat to boiling. Continue simmering, stirring constantly, until thickened. Add Cheddar cheese and stir until melted. Add undrained vegetables and ham. Heat through but do NOT boil.
