1/4 cup diced bell peppers

Here is how you make Tom's Amazing Clam Chowder:

In a pot of salted boiling water, cook potatoes separately. While potatoes are cooking, heat large pot over medium heat. Add oil, carrots, celery and onion and cook until softened and translucent. Add green peppers and garlic and cook 2 minutes longer. Add clams and tomatoes, and then add potatoes and the potato water they cooked in.
