Add saffron and let set.Heat olive oil in a large skillet. Pat chicken dry. Season with salt and pepper. Place in skillet and brown on both sides, about four minutes. Add about 4 tablespoons water and continue to cook chicken for another 20 minutes. Remove and set aside. Add sausage slices to pan and cook until done. Remove and set aside.Add butter, minced garlic and onion to pan and cook until onions are translucent. Add saffron chicken broth and remaining chicken broth to the pan. Bring to a boil. Add rice and cook covered for 20 minutes.Add crushed tomatoes and stir. Layer the rice, chicken, sausage, raw shrimp, and diced peppers in a 4 quart casserole.
