Here is how you make Colcannon by Kate:

Steam potatoes in a basket for 5 minutes, add cabbage and steam for 10 more minutes. In a sauce pan heat milk, scallions, butter, salt and pepper, take off heat as soon as it boils. Pour potatoes and cabbage into a mixer bowl and mix on low for a minute. Add milk mixture and beat until you get your desired smoothness. You could also use a hand mixer or a potato masher.
