Combine water and salt, bring to a boil. Add millet, lower heat to medium-low heat and let cook (covered) for 10-15 minutes. When Water is almost gone, add milk and raisins. Cook for another 5-10 minutes, or until milk is almost completely absorbed. Be sure to stir as it might burn on the bottom. Turn heat off, let stand for 5 minutes.
