Here is how you make Vegetarian Hungarian Goulash Soup:

In a large pot, heat the oil and add onions and garlic and cook them until golden. Stir in flour and paprika and cook for 2 minutes. Whisk in water. Add the carrots, potatoes, pepper, tomatoes and broth. Bring to a boil and add macaroni and beans. Simmer for 45 minutes or until macaroni is cooked. Add salt and pepper to taste.
