Here is how you make Lashel's Quinoa Stuffed Peppers:

Drain and rinse beans; drain tomatoes.Slice the top off of the peppers & hollow the peppers out. Discard seeds & guts, keep the pepper tops. Place peppers in small square baking dish coated with cooking spray & set aside.Place 2.5 cups vegetable broth, beans, tomatoes, quinoa, garlic, cumin, and bay leaf in a sauce pot. Bring to a boil. Reduce heat and allow to simmer.Sautee onion, carrots, and celery in the canola oil over medium low heat until just starting to soften (~10-15m).Add onion/carrot/celery mix to the sauce pot.Pre-heat over to 350F.Continue simmering for 20-30m until carrots are just soft.Remove from heat.Pour remaining 1/2 cup of vegetable broth into the bottom of the baking dish.Fill each of the peppers to the brim.
