Add the garlic and ginger, stirring constantly for about a minute. Add the red bell pepper, snow peas, and scallions, and stir-fry about 2 to 3 minutes, until the veggies are tender. Add the beef cubes, and cook 2 to 3 minutes, or until they are cooked through. Stir in the soy sauce and sesame oil. Pair with steamed rice.
