In a mixing bowl, combine flour, oats, baking powder, cinnamon, baking soda and salt. Cut in butter. Mix banana and milk and lemon juice thoroughly. Add to the dry ingredients. Add chocolate chips. Mix until just moistened. Knead 12 times. Pat out into a 6" circle.With a sharp knife, cut into 12-16 wedges. Place 1" apart on lightly greased baking sheet.
