Mix first eight ingredients together in a large bowl.Heat the last three ingredients in a small saucepan, bring to a light boil.Mix the liquid to the dry ingredients.(may need to use your hands once it has cooled down some)Press firmly into a lightly greased 9.5x13.5 glass baking dish. Cut into 20 bars with a spatula and refrigerate or freez till slightly hardened. When it is hardened, roll bars in the 1/2 cup Wheat Germ you had set aside.
