Add the spices and the pepper, a touch more water. Cover for another minute or two. Add the cauliflower, stir again, add a bit more water, and cover again. Let the vegetables steam for 10 minutes, then stir in the frozen peas. If the potatoes are sticking, add more water, and cover again for another 10 minutes.
