Heat a large skillet on medium high heat. Spray with cooking spray. Cook ground turkey, breaking up with a wooden spoon, until no longer pink. Put crushed tomatoes, diced tomatoes, cooked turkey, the oregano, basil, onion, and garlic in a large Dutch oven or saucepan and bring to a simmer. Turn down to low and gently simmer for 1 hour, stirring occasionally. Preheat oven to 375 degrees.Bring a large pot of salted water to a boil. Cook pasta for half the time required on the package and drain.In a 9 x 13 baking dish, layer sauce, pasta, ricotta, and shredded mozzarella, keeping 1/3 to 1/2 of the shredded mozzarella aside. I usually get three layers. Sprinkle the rest of the mozzarella on top, covering the baked penne evenly. Bake for 35-45 minutes until golden brown on top.
