Here is how you make Grandma's Tater Tot Casserole:

Brown Ground beef. Season with salt, pepper and onion powder. Spred in bottom of 13X9 inch casserole dish and top with drained corn. Spread Tater Tots evenly on top. In a separate container, mix together the cream soup with the milk until creamy. Pour evenly over casserole. Bake in preheated oven at 350 degrees for 45 minutes or until golden and bubbly.
