Blend flour, salt, paprika, basil and tarragon together. Combine butter and oil in a shallow dish. Roll chicken first in butter mix then in flour mixture. Arrange the chicken in a small Dutch oven. Sprinkle with remaining flour mixture.Combine brandy and broth and pour over chicken. Cover and bake at 400 degrees for 35-40 minutes or until chicken is tender.
