Brown in large skillet in butter. Pour 1 cup brandy over hens (peach brandy is good) and ignite. Remove hens from skillet and saute onions. Place hens in very large baking pan; cover with onions, garlic, pepper, chili powder, remaining 1 cup brandy, cider and vinegar. Bake covered at 300 degrees for 1 1/2 hours. Remove from oven and add remaining ingredients. Continue cooking uncovered 30 minutes at 350 degrees. Excellent served with rice.
