In a medium sized pot, bring chicken broth and water to a boil.In another small pan, heat 1 Tbsp olive oil over medium heat; reserve the other 2 tbsp. Add the garlic and cook just until golden. Add lemon zest, salt and pepper (to taste). Heat until combined and fragrant. Once the broth has begun to boil, add the garlic and lemon zest. Give a good stir and then add the couscous.
