Preheat broiler. Line a pan with aluminum foil, or grease the pan, if desired. In a small bowl/mixing bowl, using gloves, mix together the cheese, butter, mayo, and lemon juice. With a wooden spoon, season with the dried basil, pepper, onion powder, and celery salt. Mix well and set aside. Arrange fillets in a single layer on the pan. Broil 2-3 min., on highest rack in oven (nearest heat). Flip fillets over and broil 2 min. Remove fillets from oven and spread with the mixture, on the top side.
