Chop of stems of peppers and remove seeds. Place peppers on an oven-safe pan.Preheat oven to 400 degrees.Heat dutch oven on medium high heat. Add two tbsp EVOO and garlic, stir. Add beef and remaining spices, cook until no longer pink, stir occasionally. Pour in crushed tomatoes, cook additional 1-2 minutes. Remove from flame when done.Sprinkle cheese on bottom of peppers. Spoon beef mixture halfway. Sprinkle cheese. Spoon beef mixture to top. Sprinkle cheese on top.
