Brown the beef in a pan with the onion, worcestershire sauce, cumin, and garlic. Drain, stir in jar of salsa.Meanwhile, cook macaroni until "al dente", drain, and stir in a little olive oil to keep it from sticking together.Spray a 7" by 11" casserole dish with non-stick spray, pour half of the cooked macaroni in. Cut velveeta into pieces, and layer over the pasta, sprinkle a handful of shredded cheese over that. Take the meat mixture, and cover pasta with half of it.
