Peel the onions; pour water into a large saucepan and cook for about 30 minutes or until done. Set aside to cool. Slice off about a third of the top portion of each onion. Using a paring knife, cut out the insides of each onion, leaving about 4 outside layers intact, to make a container for stuffing. Chop the onion insides and tops and place back in pan. Saute with olive oil; add garlic, fresh chopped rosemary, cook for about two minutes, than add cream and Parmesan cheese; set aside. Wrap bacon around each onion and seal with rosemary sprig. Stuff onions with the cheese mixture. Put into casserole dish and sprinkle with parmesan cheese.
