Saute the onion and garlic in a large soup pot for a few minutes, then stir in the carrots and celery and cook for another couple of minutes. Stir in cauliflower, add in broth, water, salt and pepper. Bring to boil and then simmer for 15 minutes.2. In a medium saucepan over med. heat melt the butter and gradually stir in the flour until smooth. Add the milk stirring constantly. Continue to heat for another 2 minutes until thickened then add the mixture in with the vegetables and broth. Simmer for another 15 to 20 minutes and then add the cheese. Garnish with chopped green onion when serving.
