In large pot brown onion, garlic and red pepper with a dash of salt and pepper in non stick cooking spray, stirring frequently. Brown meats with onion mixture. Add remaining ingredients. Bring to a boil and then reduce heat and simmer for at least an hour. Taste for seasoning and add salt if desired.
