In a heavy pot over high heat, render the onions, celery, and bell pepper in butter until translucent and beginning to brown. Push the cooked vegetables to the side of the pot and brown the meat breaking up any clumps. Once browned, mix the vegetables and meat together and stir in the flour and seasonings. Continue mixing until the flour is no longer visible. Slowly incorporate 2 cups of the stock a little at a time. Initially, the mixture will look like a thick stew; this is because you are basically creating a roux with the vegetables and meat. Scrape any crust or brown bits from the bottom of the pot as you stir. Add the diced tomatoes, cabbage, and another cup of stock. Continue stirring and loosening any bits of brown from the bottom of the pot (that's good stuff!). Add the tomato paste and another cup of stock and allow to simmer for 20 minutes, stirring along the way to loosen bits from the bottom. Add the rest of the stock, bring to a boil, and allow to simmer for 20 minutes. Serve hot!
