1) Boil the pasta, and drain and cool. 2) Pick about 16-18 basil leaves. Put them in a food processor with the oil, vinegar, and garlic. Blend it up.3) Place the basil mix in a jar with a tight lid. Add the water, salt, pepper, lime juice, and sugar. Shake it well. Taste, and adjust as desired. 4) Dice the yellow pepper, and onion.
