Combine bugur, water, butter, and salt in medium saucepan. Cover, bring to a boil, reduce heat and simmer 15 minutes. Cool. Mix bulgur with Miracle Whip, yogurt, and lemon juice. Gently toss with tuna, broccoli, carrots, and celery. Chill.
