Here is how you make Egg, Potato, And Beef Bake:

Preheat oven to 350. In a large skillet, cook the beef with the onion powder, 1/2 teaspoon salt, garlic powder, sage, and pepper flakes over medium heat 6-8 minutes or until no longer pink. Break up the beef into 3/4" crumbles and drain. Put in a bowl with the spinach and stir together. Set aside, away from heat. Spread the potatoes in a greased 13x9" baking dish. top with the beef and spinach mixture. In a large bowl, whisk the eggs, ricotta cheese, milk, pepper, and remaining salt. Pour over the top in the baking dish and sprinkle with cheese. Top with tomatoes and bake, uncovered, for 45-50 minutes or until a knife inserted near the center comes out clean.
