Here is how you make Perfect Roast Beef:

Night before cover roast with 4 TBL of garlic and place covered in refrigerator1 Hour Before, place on counter and let come to room temp, this allows the fibers to relax which will make for a better roastPre-heat oven to 500 degrees Remove garlic from roast, but DO NOT rinse it off. Mix Mayo, water, and the new 4 TBL of Garlic and place all over roast. Mix all dry ingredients in samll bowl and rub over roast. Place in ovenIf using 3.5-4lb roast bake at 500 for 15 minutes, turn the oven off, and let sit in the oven for 15 minutes per pound. So a 4 pound roast will take 1 hr and 15 minutes. If you like it rare decrease initial cooking time to 13 minutes.PLEASE DO NOT OPEN OVEN. This is Crucial!
