Cut meat into thin sliced strips. Dust with flour. Brown in saucepan sprayed with olive oil cooking spray. Add peppers and onions that are cut into strips. One the vegetables have cooked for a minute or two, add the water, soy sauce, and garlic. Let simmer for five to ten minutes.
