Here is how you make Swiss steak:

Lightly flour patties and brown in 1-2 tbsp olive oil (can use non stick spray if you prefer). Remove patties once browned onto paper towel and set to the side. Put whole can of diced tomato, carrots, bell peppers in pan and mix together bringing to a low boil. Blend sour cream and milk evenly into mixture and then add cooked patties back in.
