In a medium mixing bowl, whisk together the malted milk, sugar, flour, salt , cocoa and baking powder. Set aside. In a separate bowl, beat together the eggs, vanilla, oil and buttermilk. Mix the wet ingredients into the dry ingredients. Mix just until smooth. Stir in chocolate chips, walnuts and caramel bits. Spoon the batter into a lightly greased 9" square pan.
