Combine the first 4 ingredients in a pot and bring to a boil (about 3 minutes). Meanwhile combine remaining 4 ingredients in a bowl and mix well. Pour hot chocolate mixture over oat mixture and stir well. Drop by rounded spoonfuls onto a cookie sheet (lined with parchment if you want) and cool.
