Here is how you make WI Two Bean Enchilada Casserole:

Preheat oven 350. Coat a 7X11 baking pan with non-stick cooking spray; set aside. Cook ground meat, onion and green pepper in a skillet until no longer pink and set aside. For sauce, in a small saucepan heat butter over medium heat until melted. Stir in flour until smooth. Stir in tomato sauce, broth, chili powder, cumin, oregano, and cinnamon. Cook and stir until thickened and bubbly for 1 minute; set aside. In a medium bowl combine cooked meat mixture, beans, and chilies. To assemble, spread 1/3 cup of the sauce mixture in the bottom of the prepared baking pan. Top with half of the tortillas, one third of the meat/bean mixture, one third of the remaining sauce, and 2/3 cup of the cheese. Repeat layers. Top with the remaining tortillas, meat/bean mixture, and sauce. Bake, covered, for 35 minutes. Sprinkle with the remaining 2/3 cup cheese. Bake uncovered, about 10 minutes more or until cheese is melted. Divide into 6.
