2 tbsp butter or reduced fat margarine
3 tbsp flour
1/2 tsp salt
1/8 tsp black pepper
1 cup skim milk
1/4 bread crumbs

Here is how you make Deep Dish Fish Casserole:

Preheat oven to 375 FIn medium saucepan, cook onions and carrots in boiling water for 8-10 minutes until tender. Add peas and cook for 1 minute. Drain, reserving 1 cup of liquid. Place vegetables in 2 qt casserole dish.Meanwhile grill fish (or cook in microwave). Break into chunks and add to vegetables. Add sage.Melt 2 tbsp butter (or margarine), stir in flour, salt and pepper. Gradually add milk in slow stream stirring constantly until mixture is smooth. Add the reserved 3/4 cup liquid from the vegetables. Cook and stir over medium heat until mixture thickens and comes to a boil. Pour over veggies and fish. Gently toss to combine.Cover and bake for 15 minutes.
