Preheat oven to 350.Combine 1/4 cup oil and 1/4 cup flour in a large soup pan (large enough to fit all the ingredients). Whisk over medium high heat for one minute to make a roux. Gradually add the two cups of nonfat milk and whisk until thickened. Add salt, pepper if you like. Stir in chopped onions, potatoes and both cheeses until it's all combined.
