Mix together all of the ingredients for the bottom of the pot pie and pour into a greased 11X7 baking dish. For crust combine flakes, flour and parmesan; cut margarine into it until crumbly. Add water until dough forms a ball. On a lightly floured surface, roll the dough to fit baking dish. Cut vents in crust. Bake at 400 degrees for 25-30 minutes.
