Add garlic and cook for 1 minute, stirring frequently.2.Add parsley, lemon juice, artichokes, capers, water, milk, pasta and contents of seasoning packet. Heat to a boil, stirring frequently.3.Reduce heat and low-boil uncovered 10-12 minutes, stirring frequently, until tender.4.Remove from heat. Stir in Parmesan cheese. Let stand for 5 minutes.
