Saute peppers, onions and garlic in oil until soft in a non-stick pan. Remove from pan and saute until no longer pink. Meanwhile, cook pasta according to package directions. Drain and return pasta to cooking pot. Add tomatoes, vinegar, sugar and chili powder to cooked pasta. Mix well, then add cooked turkey and veggies and mix to incorporate.
