Cover and continue cooking, stiring often until onions are soft but not brown, about 5 minutes.3. Add tomatoes, potatoes and carrots and 1/2 cup of water. Increase to med. heat. Cover and simmer until meat is done and vegetables are tender, about 25 minutes. Ladle into bowls and garnish with cilantro. Makes 4 servings.
