In a small bowl, mix the wine, sugar, and soy sauce. Set aside until ready to cook. Heat a wok over high heat, then add the oil. When the oil is hot, add the scallions and ginger, and toss for 10 seconds.Add the shrimp and toss for 2 minutes; the shrimp will turn red.
