Thoroughly rinse the quinoa with warm water for about 1 minute; otherwise it will not cook properly. Drain as well as possible without losing much. Add to a small pot with broth and bring to a boil. Boil until a fair amount of the water is absorbed; 10-15 minutes in. Add garlic & parsley and continue cooking until most of the water is gone; another 5 minutes or so.
