Bring a large pot half full of water to a rolling boil and add salt. Meanwhile dice potatoes. Add to boiling water and cook for 7-10 min. after water comes to boil again and they are jus tender. Drain and let cool while making the dressing. In a large bowl, place potatoes and add the green onions, cilantro and peppers.
