Saute garlic and onion in olive oil in large pot. Add green peppers after onions are transleucent and saute until tender. At the same time cook cod and defrost shrimp. When green peppers are tender, add can of tomatoes, cream of celery soup, water, milk and celery. Heat for ~5 mins over medium heat. Add cod and shrimp.
