Sweat the shallots, garlic and mushrooms in a large skillet or small wok. Add all of the vegetables except the dried tomatoes and broth. Let simmer until the vegetables are not quite cooked. Add the basil and dried tomatoes and cook for a few minutes while you add the cornstarch to the fat free half and half. Add the half and half mixture and cook until thickened. Add more broth or cornstarch if needed. Add your cooked pasta. Simmer for just a few minutes to incorporate the flavors. Turn off the heat and add the parmesan cheese to melt into the recipe.
