Mix dry ingredients together. In separate bowl, beat together eggs, evaporated milk, and water until well blended. Slowly add wet ingredients to dry ingredients, mixing well. You will have a thick, almost paste-like batter. Heat a non-stick skillet or a pan sprayed with non-stick cooking spray, and add batter by large spoonfuls. Cook as you would a pancake.If you like, you can also fry these in a couple of tablespoons of extra-light olive oil.
